TIPH is the "Temporary International Presence in Hebron", a group of "observers" recruited from the military and police forces of Denmark, Italy, Norway, Sweden, Switzerland and Turkey, and possibly also from the secret services of these countries. Some Palestinians approved by the Israeli military also work with the TIPH. Most of the TIPH personnel stationed in Hebron do not speak Arabic.
According to their website, "the TIPH monitors the situation in Hebron and records breaches of international humanitarian law ..." but in fact nobody knows what they do. The TIPH has had "observers" stationed in Hebron at least since 1997, and supposedly sending continued reports about the situation to their governments during all this time. During this time, crimes against humanity have been committed on a daily basis against the Palestinian population, but never have the governments of these countries are not known to ever have used reports by the TIPH to exert pressure in any way against Israel to stop their criminal behaviour.
